Volunteer- Health Quality Specialist

Job Description

International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide and response to emergencies.

By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps is currently supported the government of South Sudan trough MOH to improve the health status of South Sudanese by  implementing approximately 10 programs across nine sites in South Sudan.

Through nearly 16 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery to reduce the morbidity and mortality among vulnerable people including refugees, IDPs and host communities.

To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers and support the running of 3 Health Science Institutes for midwifery and nursing in Juba, Wau and Kajo Keji areas.

Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

Job Purpose

Under the direction of the Project Manager and the Medical Director, the Health Quality Specialist will be based in Malakal, and roving to all IMC supported 20 health facilities in 5 counties under Upper Nile and Jonglei States. He or she will support the Program Manager to ensure the quality of primary health care and effective management of health services in these facilities. The position will regularly visit all IMC field locations in Upper Nile and Jonglei States monitor and supervise health services, as well as conducting analysis of quality of clinical services provided, preparing reports, liaising with ministry of health, supporting effective pipeline and documentation of medical supplies, and conducting on-job and formal trainings. He / she will consist on ensuring the quality of health services provide within IMC supported facilities through a proper implementation of health activities including both comprehensive primary and secondary health care with protocol, guidelines and procedure in place.

The Health Quality Specialist will take the lead and conduct comprehensive, integrated facility assessments of the quality and appropriateness of the care provided and the standards of clinical documentation in accordance to MoH guidelines.

The Health Quality Specialist will implement and maintain a system for identifying, collecting, analyzing and reporting issue which can compromise or disrupt the quality of the services provide.

The Health Quality Specialist with the PHC coordinator will support and supervise pharmacist on the management and running of the medical equipment and pharmacy activity, supervising expiration terms and consumption patterns, in order to ensure its rational use as well as the pharmacy stock level.

Main Responsibilities

Program Implementation and Oversight

  • Ensure and organize medical activities at the supported health facilities in accordance with MoH protocols and guidelines for better quality services
  • Supervision of the health care activities in the PHCs and the Malakal OT i.e.: sexual and reproductive health, EPI, nutrition, pharmacy management, IPC/ waste management, awareness session referrals.
  • Jointly with the PHC Coordinator, ensure and supervise quality implementation of protocols (Prevention Parent to Child Transmission (PPTCT), Post Exposure Prophylaxis (PEP)) and social services (Voluntary Counseling and Testing (VCT), Information, Education and Communication (IEC), Sexually Gender Based Violence (SGBV), mental health services, etc.
  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care service.
  • Conduct regularly monitoring visit to assess the quality of the services deliver using a validated check list
  • Monitor closely and regularly the medical activities by ensuring data collection, compilation and entry into the IMC health information systems, and contribute to the analysis and reporting of the data to inform future programming.
  • Monitor closely morbidity and mortality trends together with all the other health indicators and raise action to be taken to reduce both morbidity and mortality.
  • Provide technical support to staff on the use of guidelines for better clinical management of patients
  • Ensure the IPC measures with the universal hygiene standards taking into consideration quality and continuity of care are in place in all supported facilities
  • Where feasible, ensure a 24-hour health service delivery system at the health facility
  • Identify training to be conducted for health providers to ensure the quality of services
  • Provide training periodically and on-job training that will ensure quality RH support services for the benefit of other medical staff.
  • Participate in compiling, analyzing and submitting health activities reports.
  • Actively promote prevention of Sexual Exploitation and Abuse (PSEA).

Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders – including community leaders, NGOs, UN agencies, community based organizations and other IMC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
  • Represent IMC in Technical coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO and other UN agencies, non-governmental organizations, or donors.

Qualifications:

Medical Doctor or Nurse Practitioner with strong Clinical, Reproductive Health and Maternal/ Child Health background, MPH preferred and strong capacity in health facility assessment

Experience

  • Minimum of three years of experience required; or equivalent combination of education and experience; working experience preferably with International Organization.
  • At least 1 years clinical and experience.
  • Experience in technically supervising clinical and reproductive health staff.
  • Experience in in coordinating, implementing and managing health activities including clinical and reproductive health programs in emergency contexts and/or refugee or IDP settings;
  • Experience in managing, training, supervising staffs and motivating multiethnic and multicultural teams.

Competency

  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity;
  • Demonstrated skills in creative problem solving particularly in limited resource settings;
  • Demonstrated ability to conduct quality assessment of services provide in a health facility.
  • High ability to apply medical knowledge and skills if necessary to correct diagnosis, treatment and promote prevention of disease with high morbidity and ensure patient follow-up.
  • understanding of gender-based violence response protocols and service provision;
  • Ability to validate and interpret health data;
  • Demonstrated ability to support and build staff capacity: coaching, mentoring, supervisory and interpersonal skills

  • Excellent and good computer skills, including experience with: MS Word, Excel, PowerPoint and email/internet software.
  • Excellent verbal and written communication skills required, with demonstrated experience in writing reports.
