POSITION TITLE: Senior Construction Management Specialist

MARKET VALUE: $109,366 – $138,534, equivalent to GS-15. Final compensation will be negotiated within the listed market value.

PLACE OF PERFORMANCE: Juba, South Sudan with possible travel as stated in the Statement of Duties.


USAID/South Sudan is the Alternate Service Provider (ASP)/ICASS for all U.S. Embassy Juba personnel. Under the auspices of the ASP, and working for the Supervisory Executive Officer or designee, the Senior Construction Management Specialist (S/CMS) is a registered Professional Engineer who will provide technical advice and guidance on all construction and water management activities on USAID’s Compounds in South Sudan. The S/CMS will provide sound leadership and professional knowledge to enhance the performance of USAID Construction staff as well as supervise day-to-day construction- and water management-related activities. Duties include working closely with the Facilities Management Specialist and USAID Maintenance team as well as the Supervisory General Services Specialist to ensure robust technical oversight and management of all vertical structures, including office buildings and containers, dining facilities on both the Residential Compound (RC) and Office Compound (OC), the warehouse facility (CSF), all residential housing units, trailers, generators, sewage and water treatments, and water tanks and pumps. Construction responsibilities range from minor renovation projects to major infrastructure upgrades and construction of office space, living quarters, and entertainment space.

The Senior Construction Management Specialist is a licensed Professional Engineer with a concentration in water management, and as such, is responsible for providing expert management abilities, technical oversight and quality assurance for all capital infrastructure projects required to maintain USAID/South Sudan’s water management systems as well as the United States Government (USG)’s vertical structures in Juba. Capital improvement projects may consist of construction of new buildings and related structures; installation of modular office/residential units; renovation (both exterior and interior) of existing structures; and/or installation of life support infrastructure, including, but not limited to electrical power generation and distribution, potable water and waste disposal systems, internal and external electrical systems, telephones, internet, and television systems, walkways, roadways, security systems, access gates, safe havens, dining and recreational facilities, laundry and maintenance facilities. The level of effort required of the S/CMS will be equally weighed to construction and water management-specific duties and the maintenance, safety and security thereof.


Education: At minimum, a University degree in Engineering, Construction Management, or Architectural design with a concentration or certification in water management is required. A current Professional Engineer license in the United States is required.

Prior Work Experience: A minimum of eight (8) years of progressively responsible experience in the field of construction/construction management is required as well as three years of experience working in water management and water systems. Experience must demonstrate experience working in difficult environments where there is little or no modern support infrastructure.
