Chemonics seeks a security director for the anticipated USAID/South Sudan Education for Peace, Recovery, and Resilience (EPRR) program. This potential three-year program will expand access to learning opportunities in a safe, protective learning environment while reinforcing resilience efforts and recovery trends for youth most affected by conflict. EPRR’s goals will be to (1) increase access to equitable learning opportunities for boys and girls, (2) improve learning outcomes through enhanced literacy and numeracy instruction, (3) enhance recovery and resilience through psychosocial support and peacebuilding activities, and (4) increase the capacity of communities to support education and increase ownership to maintain the facilities. The security director will develop and manage the country’s security platform, which will support all project operations in South Sudan. In doing so, the director will cultivate and maintain a strong understanding of Chemonics’ corporate security policies and procedures and apply them consistently to EPRR. In addition, the director will build and enhance strategic relationships in the local security sector, including relationships with local security professionals, NGO/implementing partner security managers, and security forces. The director must coordinate with various stakeholders in South Sudan and Chemonics’ home office while demonstrating sound judgment and a high level of discretion. The director will act as the primary technical manager for all security subcontracts under EPRR and support the operations team in the administration of security subcontracts. The director will report to EPRR’s chief of party and frequently liaise with the Security Management Unit in Washington, D.C. This position will be based in Juba and require occasional travel. Responsibilities include:

  • Lead the security platform’s development and management, establishing comprehensive and realistic security protocols for program operations compliant with Chemonics’ safety and security policies and procedures as well as working with the project technical and operations teams to create processes tailored to protect project staff and assets
  • Build and enhance security relationships in the INGO, UN, diplomatic, and local security sector to obtain the most current information relevant to EPRR’s security; liaise with local security forces, beneficiaries, members of the project team, and — with EPRR’s senior leadership — international security organizations to establish a network of contacts that can regularly provide information
  • Manage security provider performance, optimizing subcontractors’ performance through mechanisms such as inspections and audits, ensuring subcontractors’ compliance with the statement of work, providing guidance and instructions for remedial actions, ensuring the effective and efficient use of resources, and working closely with the Security Management Unit to educate security providers on the programmatic approach and methodology
  • Provide leadership, strategic guidance, and management for security requirements, such as general and facility security assessments, security for staff traveling in and around Juba, and robust journey management planning; make recommendations for security enhancements and modifications and ensure approved recommendations are implemented
  • Conduct incident and situation reporting, including timely and accurate security updates, recommendations for changes in posture, security alerts on emerging situations and all security-related incidents involving Chemonics staff, and guidance with threat information and recommendations on travel
  • Draft project contingency plans, including Chemonics’ crisis and incident management preparations and EPRR’s emergency action plan to facilitate coordinated team responses; manage incidents, acting as the local incident coordinator; and lead emergency responses, conducting scenario training and briefing staff on all safety and security considerations to ensure continuity across responses
  • Strengthen project staff security skills and habits, recommending a staff training program and monitoring completion and compliance

Qualifications:

  • Certificate of graduation from a military or police academy, bachelor’s degree in risk/security management from an accredited university, or an internationally recognized security-accredited certification required
  • Minimum of 10 years of experience in security, crisis management, and research and analysis, including managing other security personnel and leading a multidisciplinary team under challenging circumstances
  • Demonstrated experience managing security subcontractors
  • Strong knowledge of South Sudan’s security environment, including the current threat environment and key actors; technical expertise in security policy, risk assessments, and security best practices
  • Demonstrated ability to generate and leverage network connections to promote understanding of risk and strengthen knowledge of the country context
  • Ability to establish strong working relationships with project stakeholders, the security community, the international community, local formal and informal power structures, and other local actors
  • Knowledge of U.S. government and USAID processes and regulations preferred
  • Professional experience in law enforcement, the military, or the security sector coupled with experience in international development preferred
  • Demonstrated experience in remote programming support and low-visibility approaches to security platforms preferred
  • Experience living and working in complex/high-risk security environments, preferably in South Sudan
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
