Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff. IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities. IOM has capacities in conflict analysis as well as monitoring of forced displacement/population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.

South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis. The ceasefire has been tenuously holding in most parts of the country, allowing previously displaced populations to return home. Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.

It is against this backdrop that the World Bank has selected IOM as an implementing agency for the Enhancing Community Resilience Project (ECRP) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institutions capacity to better manage inter-communal tensions and resources and deliver on the dividends that the R-ARCSS supplies.

Working together with United Nations Office for Project Services (UNOPS), IOM will be involved in establishing, constructing, and promoting the sustainability of community infrastructure and services. IOM will be responsible for engaging the local communities and ensuring that decision-making processes comport with standards and best practices for community driven development. The ECRP is planned as a three-year initiative starting in September 2020.

Under the overall supervision of the Programme Coordinator (ECRP), the direct supervision of the PSU Coordinator, and in close collaboration with the supporting departments, the successful candidate will assist in supporting specific project implementation and reporting activities of ECRP in line with donor’s expectations and requirements. S/he will assist in supporting the development and implementation of the ECRP communications and social media plan and will contribute to the preparation and organization of meetings and other ECRP initiatives.

Core Functions / Responsibilities:

  1. Review and propose edits of ECRP donor reports in compliance with donor regulations and obligations.
  2. Assist in drafting specific elements of ECRP project narratives, work plans, logical frameworks, results matrices, and other project-related documents in close coordination with relevant units, as required.
  3. Monitor and update various processes in IOM’s Project Information and Management Application (PRIMA), including results monitoring, reporting, project revision, etc.
  4. Consolidate and analyze data on ECRP programme implementation and indicators in order to provide inputs for the preparation of interim and final donor reports as well as mission, regional and Headquarters periodic and activity-specific reports, as may be required.
  5. Compile background information, draft supporting schedules, and coordinate the collection and verification of project documents and data to support the implementation of specific project components or phases.
  6. In close coordination with the PSU Coordinator, assist in liaising with relevant authorities, United Nations agencies, nongovernmental organization and other stakeholders as required.
  7. Assist in the implementation of visibility actions related to the ECRP project in close coordination with the Media & Communications Officer.
  8. Under close supervision, provide inputs to support the development and implementation of the ECRP Communication Plan, which includes the use and management of social media tools, periodic newsletters, stories and other relevant communications.
  9. Support the enhancement of social media platforms for ECRP activities by drafting news updates and updating existing text.
  10. Maintain accurate and pertinent records of all correspondence, project development and reporting files and administration information.
  11. Provide general administrative and logistical support for the preparation and organization of conferences, meetings, trainings and other events, communication and liaison with donors, counterparts, and the Government.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Communications, Political or Social Science, Business Administration,

International Relations, Law, or a related field from an accredited academic institution; or • University degree in the above fields with two years of relevant professional experience.


• Experience in project development, implementation or management;

• Experience in liaising with government actors on national and international level;

• Experience in liaising with international organizations, preferably in the UN context;

• Experience in research, drafting/writing, and monitoring project or donor reports;

• Experience in managing data, online communications and social media channels;

• Direct experience in the region is a distinctive advantage.


• Ability to draft correspondence and communicate effectively in English;

• Knowledge of donor funding mechanisms, reporting requirements and procedures, and project implementation;

• Knowledge of traditional and social media;

• Ability to work with Microsoft Word, Excel, PowerPoint and Publisher;

• High level of professionalism and ability to work under pressure and adhere to strict deadlines in a complex and fast changing environment;

• Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Demonstrated gender awareness and gender sensitivity; and• Knowledge of international agencies like the UN an advantage.


IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or a local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
