Job Description

VSF Germany is an international Non-Governmental Organization, providing humanitarian assistance and development aid to vulnerable pastoralists and agro-pastoralists communities in areas where livestock is of importance. In the region, VSF Germany implements activities in South Sudan, Sudan, Kenya, Uganda, Somalia, and Ethiopia. With support in animal health, agriculture, marketing, food safety; VSF Germany also supports in developing the capacity of communities and governmental institutions, initiating peace and conflict resolution that work towards food security, strengthening livelihoods, and building of resilience of vulnerable pastoralist and agro-pastoralist communities.

Vétérinaires sans Frontières – Germany (VSF-G) and its partners, World Concern Development Organization (WC) and Serve Education Development Association (SEDA), are implementing the project “Farm Enterprise Development through Inputs and Services (FEDIS)” in Warrap State, Republic of South Sudan. The intervention aims to contribute to improved food security and income for rural smallholders of Warrap State, South Sudan. This will be achieved through an enhanced sustainable supply of agriculture and livestock inputs and services for 50,100 smallholder farmers through the private sector by the end of 2021.

The contract duration will be 12 months (with the possibility of extension; depending on performance/ or funding). This position is based in Luonyaker with frequent travels to Tonj North and Gogrial East and West Counties.


This position is based in Luonyaker with travels to field locations in Tonj North, Gogrial East, and West Counties in Warrap State. The post holder will be responsible for the successful implementation of the FEDIS Project as outlined below:

Job Summary

The position is responsible for the execution of the FEDIS project with the ultimate achievement of the overall and specific objective of the action as stipulated in its logical framework and guided by the descriptive project theory; this supported by efficacious employment of project resources.


The incumbent shall be responsible to the Consortium Coordinator who is based in Juba with frequent field travel to the project location as well as other EU supported projects.

The incumbent shall be responsible for Agriculture, Livestock, Monitoring & Evaluation, and Market and Value Chain Project Officers. Under these are three Field Officers each and thereafter 20 Community Extension Workers each. The extension workers are independent of the structure and are remunerated on an incentive basis.

Duty station

The position is Luonyaker Payam, in the former Warrap State from where the former Gogrial West, East, and Tonj North Counties will be covered. Coordination and transit offices are located in Kuajok Town.

Key Deliverables

1. Financial Management

a. Donor guidelines and conditions, alongside VSF Germany policies and procedures, are correctly translated and accurately applied in every instance of appropriation of the project resources.

b. At any given time, demonstrate knowledge of accurate budget expenditure and balances as a back-up to reference to financial reports from RON.

c. At any given time, demonstrate an accurate balance of budget line expenditures according to donor guidelines and valid accurate expenditure postings.

d. At any given time, petty cash records and actuals are accurate and reported accordingly.

e. Quarterly cash forecasts prepared and submitted are – (i) based on realistic quarterly activity work plans and costs estimates, (ii) accurate/correct (iii) timely -10 days before the beginning of the subject quarter.

f. Monthly cash request submitted is – (i) based on realistic monthly activity work plans and cost estimates (ii) accurate/correct (iii) timely -7 days before the beginning of the subject month;

g. Donor cash remittance conditions are met accurately and timely, and funds collected accordingly.

h. Project financial reports reviewed – (i) are accurate and correct; (ii) feedback comments submitted within 2 days of receipt of the report.

i. Ensure all financial transactions are initiated and processed through the existing financial management system.

2. Procurement Management

a. Donor procurement procedures are accurately translated and promoted within the project, and applied at all times;

b. VSF Germany procurement procedures are accurately translated and promoted within the project, and applied at all times;

c. Annual procurement plan for all project inputs and supplies is developed and submitted before the end of the 1st quarter of the year.

3. Operations Management

a. All regulatory/statutory compliance requirements are met effectively and timely;

b. Logistical efficiency is demonstrated – right item/service/personnel, right cost/price, right quantity, right need, right place, right time; right handling, right distribution, right reporting/inventory.

c. Demonstrated cost-benefit of all operation expenditure including personnel.

4. Reporting

a. Monthly project updates submitted – (a) accurate/correct (b) on or before the last day of the subject month;

b. Project quarterly reports – submitted – (a) accurate/correct (b) on or before the last day of the subject month;

c. Project annual reports – submitted – (i) accurate/correct (ii) one month after the end of the subject year;

d. Project success stories – submitted – (i) accurate/correct (ii) on or before the last day of the subject month.

e. Project targets – at any time:

i. Account for all project inputs and activities;

ii. Account for all beneficiaries and their entitlement;

iii. Account for all project outputs.

5. Human Resource Development

a. Performance appraisal reports for all staff under your project submitted in time: i) End of probation ii) Semi-annual ii) Annual;

b. Effectively manage local staff, services, and works contracting procedures;

c. All regulatory/statutory compliance requirements are met effectively and timely.

d. Effectively manage short term- consultancy services procured under the project

6. Coordination and collaboration

a. Cluster 5W reports submitted – (i) accurate/correct (ii) before the 5th day of the subsequent month;

b. Relationship with Payam administrators, County administration, and County and State RRC is functional and supportive at all times;

c. Engagement with EU and EU appointed personnel is functional, efficient, and effective with tangible positive relationship and outputs;

d. Demonstrated outputs and synergy from coordination with other EU supported partners;

e. Sectoral meetings, fora, workshops are attended to and or managed accordingly.

f. Explore potential partnerships with other partners and donors e.g. UN FAO to create opportunities for complementary projects as sources of co-funding to the project,

g. Effective monitoring, coordination, and response to field staff safety, security, and welfare matters

7. Project Management

a. Demonstrated efficiency and effectiveness in project management cycle;

b. Demonstrate effective stakeholder management through robust communication and conflict management skills, including functional beneficiary feedback and complaints mechanism.

c. Demonstrated impact and sustainability;

d. Demonstrated innovativeness and lessons learned.

e. Demonstrate capacity to effectively utilize the existing project management system (WebMo)


  1. Bachelor Degree in Agronomy/veterinary sciences/animal production or another other discipline with demonstrated experience in Project Management;
  2. Master’s degree related to Rural Food security and livelihood enhancement as an added advantage;
  3. Articulate in smallholder production in South Sudan;
  4. Articulate in smallholder market and value chains in South Sudan;
  5. Functional understanding of the Food Security & Livelihoods Cluster in South Sudan;
  6. Functional understanding of the Food Security & Livelihoods indicators;
  7. Conflict resolution competency;
  8. Demonstrated EU standard English competency – spoken and written;
  9. Proficiency in Management Finance;
  10. Proficiency in the employment of project logic systems.


  1. At least 5 years of practice in Suth Sudan;
  2. Know-how of Governance systems and socio-economic and political dynamics in South Sudan;
  3. At least 5 years of management-level practice in FEDIS type EU project.
