Org. Setting and Reporting

This position is located in the Field Operations and Technical Cooperation Division (FOTCD), in the Office of the High Commissioner for Human Rights (OHCHR). The incumbent reports to Coordinator of the Commission on Human Rights in South Sudan (CHRSS), based in Juba.


Within delegated authority the Legal Officer/ Case Manager will be responsible for the following duties connected to the collection of information and evidence:

  • Handles a range of issues related to international criminal (substantive, procedural and comparative) law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations.
  • Develops and implements collection plans and investigation plans including the definition of parameters and timetables of collection and investigation activities.
  • Supervises the intake and proper storage of materials collected until they are registered and processed and ensures the secure preservation of the material collected, that proper chain of custody is kept, and that measures are in place for the protection of victims and witnesses.
  • Conducts extensive legal research and analysis and prepare studies, comparative studies, briefs, reports and correspondence.
  • Undertakes basic or extensive review of legal documents, instruments or other material.
  • Prepares or assists in the preparation of drafts of background papers, studies, reports and requests for information.
  • Prepares or assists in the preparation of agreements and contracts with governments, NGOs and other public and private entities.
  • Assesses evidence for relevance and admissibility and prepares briefs of evidence.
  • Provides guidance to more junior staff.
  • Performs other duties as assigned.


  • Professionalism: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


A first level university degree in law and an advanced university degree (Master’s degree or equivalent degree) in law are required. For the advanced university degree in law, specialization in international, criminal or humanitarian law is desirable. A first-level university degree in law in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree in law.

Work Experience

  • A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing on international criminal law, is required
  • A minimum of three years of work experience in an international criminal court or international accountability mechanism, or in a national court or tribunal dealing with serious international crimes is required.
  • Experience working on Human Rights Investigations is desirable.
  • Experience in the use of case management databases is desirable.
  • Relevant work experience in South Sudan is desirable.


English and French are the working languages of the UN Secretariat, for this position fluency in English is required.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
