The Strategic Initiative for Women in the Horn of Africa (SIHA) is a civil society coalition bringing together grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, Kenya and Uganda. Established in 1995, SIHA advocates for social change and gender equality in the greater Horn of Africa and works specifically on challenging all forms of discrimination and violations against women’s rights, protecting women against sexual and gender based violence, promoting women’s access to justice, supporting economic empowerment and activating women’s political participation.

PROJECT BACKGROUND

SIHA will be implementing an eight month project titled “Engaging Youth to Combat Gender Stereotypes and Roles” in Wau, Western Bahr El Ghazal, South Sudan, starting June 2020 funded by International Office of Immigration (IOM). Based on research conducted in Wau in 2019 by SIHA, urban crime by at-risk youth has increased due to social shifts in light of the failed state and collapse of community structures, demonstrating a clear link between militarization, SGBV and youth as perpetrators. In light of this, the project seeks to contribute to peace building efforts in South Sudan by building positive relationship skills and behaviour change on use of violence and harmful gender norms, for youth to become agents of peace and positive social change within communities. Thus this partnership will predominately contribute to such outcomes as: Outcome 1 – Emotional distress and use of violence among youth at risk are reduced through positive coping strategies at individual, family and community levels, outcome 2 – Youth increase their positive social and economic engagement in their communities and outcome 3 – Community perceptions of youth are transformed, breaking stigmatization and enabling young men and women to participate in decision making processes

PROJECT GOAL

The project seeks to contribute to peace building efforts in South Sudan by building positive relationship skills and behaviour change on use of violence and harmful gender norms, for youth to become agents of peace and positive social change within communities. It will achieve this by designing and piloting a context specific gender transformative program for at-risk youth in Wau, South that promotes positive masculinity, gender equality, peace-building and social cohesion. The program will be designed, adapted and implemented through a participatory action research approach.

ASSIGNMENT

The consultant will work in Wau, South Sudan under the guidance of a lead consultant and in collaboration with SIHA South Sudan staff to implement a participatory action research process and piloting of a gender transformative program for at-risk youth (both male and female) with an aim to promoting positive masculinity, gender equality, peace-building and social cohesion.

Using the Participatory action research (PAR) approach, the consultant will implement the PAR process, including conducting reflective and participatory analysis methods with beneficiaries and reporting back to SIHA and the lead consultant. The consultant will also implement the pilot program for at-risk youth and provide feedback to the lead consultant on outcomes, issues, challenges or other lessons learned to feed into the program development adaptation and finalization process.

The consultant will build the analytical, communication and documentation skills of beneficiaries to collectively understand barriers to peace building, current gender norms and relations, cultural and societal barriers to gender equality and positive social relations, and trends of at-risk youth in Wau, South Sudan. Additionally the consultant will bridge the gap between evidence, learning and action; facilitating, the PAR approach to embed relevant stakeholders to support collective analysis at the ground level (of marginalized stakeholders)., deciding together with the youth at risk including the female youth what needs to happen to shift their realities.

SCOPE AND PURPOSE OF THE STUDY

Scope: The activities will take place in Wau, Western Bahr El Ghazal, South Sudan and will last approximately six months. The consultant will work under the supervision of the SIHA program staff and follow the guidance of the lead consultant who will be working remotely.

PROPOSED APPROACH AND METHODOLOGY:

Work closely with SIHA team and the lead consultant to implement the PAR process, including the collection of initial data, implementation of trial activities and programs, and assessment of the program with the target community. The in-country consultant will feedback information to the lead consultant with an aim to developing a program package that works.

REQUIRED CANDIDATE COMPETENCIES

  1. Minimum education: Master’s Degree
  2. Strong combination of academic studies and relevant research/work experience in the fields of social science, monitoring and evaluation, peace-building, or human rights;
  3. Familiarity with both qualitative and quantitative research methods, and the ability to combine data collection methods to achieve impact;
  4. Documented experience in conducting participatory assessments and/or action research related to children/youth Participation
  5. Knowledge and experience of Gender equality and Youth Participation
  6. Demonstrated experience implementing participatory training programs

7. Excellent communication skills in both English and Arabic, and strong writing skills in English.**
