IRC has been in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, and Central Equatoria States.

Job Overview/Summary:

The HPF Coordinator will provide day-to-day oversight of IRC led Health Pooled Fund 3 project in Lot 21 (Koch, Leer, Mayendit and Panyijar) and Lot 17 (Aweil East). He/ She is the focal point for all HPF related project implementation, coordination, donor reporting and grants & Partnership management. He/ She is responsible for capacity-building efforts of front line health staff, project implementation by IRC and County Health Department (CHD) staff.

Major Responsibilities:

• He/She will lead the implementation of the HPF funded projects and meet the goals and objectives on time while maintaining the overall standard quality expected of IRC Health programs.

• He/She will support the Lot Health managers to develop and enforce program procurement plans and spending plans for each supported County while ensuring continued services delivery and that the health committees are functional in each PHCC.

• Support the development of supportive supervision plans by each Lot Health managers and other program staff and ensure robust support supervision to CHD staff.

• Develop together with managers the training plans and capacity building opportunities for frontline health staff based on identified training needs.

• Lead pharmaceutical forecasting/management, procurement of medical supplies and equipment and consumption reporting in all project sites.

• Ensure timely last mile delivery of all medical supplies and proper storage, warehousing and stock management at pharmaceutical warehouses and health facility drug stores.

• Review Budget vs. Actual expenditure for the HPF grants on a monthly basis and take necessary corrective actions to ensure correct Burn rates of each grant

• Support Quality Improvement Plan for IRC led HPF Program and support CHDs to develop Quality Improvement Teams in all IRC led HPF project sites

• Support the roll out of the Boma Health Initiative (BHI) in supported program locations to advance Community health priorities and standard practices.

• Support grants management and ensure spending plans across all grants in line with donor compliance.

• To work with IRC partners in the Lots to ensure seamless and coordinated program management through facilitating regular program review meetings with partners and provide regular updates to the supervisor.

• Together with the M&E teams, he/she will support data collection, data compilation, timely preparation and submission of all external and internal reports including weekly integrated diseases surveillance reports (IDSR), Monthly narrative technical and financial reporting, donor’s reports and other associated weekly, biweekly, monthly, quarterly, final and special reports.

• Coordinate requests and support the project team to provide updates and engage in donor liaison through quarterly review meetings and any other avenues as prescribed by the donor.

• Take up any other roles as assigned by the supervisor.

Position directly Supervises: Lot Manager (Lot 21) and Lot Manager (lot 17)

Key Internal Contacts:

• Country Program: MCH Coordinator, Senior Grants Manager, Senior Health M&E Manager, M&E Coordinator, Nutrition Coordinator.

Key External Contacts: CHD Aweil East, Leer, Mayendit and Panyijar Counties, National and State Ministry of Health (MoH), HPF, Health cluster and coordinating bodies, UN agencies, donors, and other partners.



• Health professional (MD or RN with MPH) with strong public health background.

• Skills and experience of remote management and willingness to travel extensively.

Work Experience:

• At least 5 years’ experience in coordinating, implementing and leading primary and secondary health programs in developing countries and/or refugee settings.

Proven Technical Skills:

• Experience in writing project proposals, concept notes, budgeting and donors’ reports.

• Background in situation analysis, health assessments M&E and program implementation.

Demonstrated Managerial/Leadership Competencies:

• Have experience in general management including financial and budget management, HR and logistics management.


• Fluent in English

Computer/Other Tech Requirements:

• Good computer skills: MS Word, Excel, and email/internet software.

Working environment:

*Security:* Security level orange. Juba remains volatile. Although the possibilities of a crisis cannot be completely ruled out but indicators of continuing ceasefire are visible. The situation remains tense and unpredictable; concerns include high criminality rate, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. Due to the deteriorating economic situation in South Sudan (i.e. devaluation of SSP, shortage of fuel, shortage of USD, increasing prices of food and basic necessities) the local community has developed growing animosity towards the expatriate community in the country.

Living Conditions:The position is based in Malualkon. Lodging is basic, i.e. in traditional huts or tents with separate shared latrines and showers. Movements are restricted and a curfew is in place.
