Position: Gender Advisor/Team Lead

Location: Juba, South Sudan with frequent travel to field locations in S. Sudan.

Duration: 2 years

Reports to: Deputy Country Director, Programs

Position Summary:

The Gender Team Lead will provide overall leadership for integrating gender-sensitive and gender-transformative approaches across an anticipated large donor-funded Gender and WASH project in South Sudan. The position will work alongside project leadership and WASH experts to ensure the successful delivery of a quality program that responds to the specific WASH needs of women and girls, men and boys; that challenges discriminatory gender norms and harmful practices, prevents and responds to GBV in WASH, and that promotes women and girls’ empowerment. The position will be responsible for the development and execution of strategies and approaches for GBV prevention, in particular related to WASH.

The position is contingent on Relief International successfully securing funding for the proposed project.

Position Responsibilities and Duties:

Technical Leadership & Quality Assurance

· Lead the development of project-specific strategies and initiatives for GBV prevention and women’s empowerment, particularly in relation to WASH.

· Provide high quality technical assistance to project team, including development and sharing of tools/ resources, and processes for the advancement of gender equality in WASH programming.

· Lead on the development of gender- transformative approaches, including by linking WASH interventions to other programs and implementers delivering relevant services in the targeted areas.

· Supervision/management of a team of national and international gender experts, including the use of short-term technical assistance through internal and external consultants.

· Be accountable for program quality control/ quality assurance from a gender perspective.

· Document gender-transformative approaches along the project life for evidence-base.

· Provide technical support to participatory approaches and feedback mechanisms throughout the project, ensuring appropriate women and female youth representation.

· Technically input into project monitoring & evaluation systems to ensure adequate protection and gender equality perspectives are included.

Learning and Innovation

· Lead on the development and implementation of the project’s continuous gender analysis (including the use of findings in the design, adaptation and implementation of interventions).

· Support project team in the design, testing and evaluation of innovations to advance quality gender-transformative programming for WASH.

· Develop and share gender-related programmatic guidance and thought leadership for internal and external audiences.

· Keep up to date on and share relevant studies on gender and WASH, and refine program approaches accordingly.

· Identify research topics for the project and coordinate with researchers from a gender equality perspective.

Local Capacity Building / Sensitization

· Support the development, implementation and evaluation of capacity strengthening plans for project staff (including non-gender specialists) to design and implement quality gender-transformative approaches.

· Lead the development of local capacity building strategies / plans for women and female youth’s empowerment (including meaningful engagement of participants).

· Lead the development of community sensitization strategies for advancing gender equality and preventing GBV

· Lead design and implementation of strategies to involve men and boys in gender equity programming from the outset.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

· Master degree in Gender and Women’s Studies, International Development/Relations or related field.

· Minimum of 5 years of field work experience implementing, managing, and/or providing technical assistance to programs in developing countries with a focus on gender equality; focus on women’s economic empowerment desirable.

· Proven experience with gender-transformative programming in WASH programming

· Proven experience of working in prevention and response to GBV programs in development contexts

· Experience in working as a Gender Equality Expert in humanitarian contexts

· Proven experience of development and managing conflict-sensitive gender and protection programs, preferable in conflict-affected communities.

· Knowledge of South Sudan context is considered an asset

· Strong English skills, speaking, reading, writing required;

· Excellent time management skills;

· Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.

· Demonstratable experience of working in consortia

· Experience of working with USAID considered an asset

· Must be capable of working both individually and as part of a team;

· Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

· Good analytical and problem-solving skills

· Ability to think critically and creatively;

Success Factors:

The ideal candidate will have demonstrable experience working to establish program quality frameworks for multiple team members. A demonstrable commitment to national capacity strengthening is mandatory. Additionally, S/he will have excellent written and verbal communications skills, and will be fluent in English. Experience of working within an INGO in conflict-induced fragile settings is mandatory, with previous experience in South Sudan desirable.

This position is based in Juba, South Sudan and requires up to (40%) travel to field office locations within the country, and offers an opportunity to join a diverse and open workplace, with a team committed to inclusion, innovation, and personal development. We also offer:
