Finance and Operations Manager

Job Description

Democracy International (DI) is seeking a Finance and Operations Manager. Under the USAID funded Education for Peace, Recovery, and Resilience (EPRR) program in South Sudan, the Finance and Operations Manager will support the project in overseeing all financial management aspect of the project in compliance with DI and USAID regulations. He/she will oversee the day-to-day financial and operations management, including the administration of workshops, training and events in Juba, Wau and Torit.
Tasks and Responsibilities
  • Maintain and manage field office accounts, in coordination with DI headquarters;
  • Prepare and track project budgets and budget projections;
  • Review voucher and payment requests, including proper back-up documentation to ensure compliance with DI policies and procedures and USAID rules and regulations;
  • Manage procurement of project supplies, services, and other items in accordance with USAID rules and regulations; ensure project assets properly labeled, inventoried, maintained and disposed of as necessary;
  • Ensure timely payment to staff, consultants, and vendors;
  • Maintain complete, accurate, and timely financial records in compliance with USAID and DI policies and procedures; prepares and submits periodic financial reports as directed by DI headquarters in timely manner;
  • Prepare estimates of monthly cash requirements and submits to DI project coordinator;
  • Ensure that funds are efficiently transferred from headquarters to field office and funding is available to support timely payment of all project and operations costs;
  • Treasury management, including daily supervision of cash position and accounts and petty cash;
  • Management of field office financial filing system in coordination with DI;
  • Develop and maintain service/contractual agreements necessary for operation or implementation of the program;
  • Ensure that all local project procurement complies with DI procedures and USAID regulations;
  • Prepare reports reflecting quantity, status, and location of inventory items and provide suggestion to the management about maintenance and repair of inventory item, its disposal, and effective use;
  • Assist with organization of workshops and other project events
  • Serve as point of contact for organizations and agencies relating to project operations;
  • Assist with personnel administration;
  • Liaise with security support provider
  • Must be a South Sudanese National;
  • Must have at least 5 years of financial management experience;
  • Prior experience working on USAID and US Government-funded programs in finance and administration;
  • Relevant degree in Accounting, Finance, or related discipline;
  • Knowledge of South Sudanese accounting and tax requirements and USAID rules and regulations regarding accounting, finance, procurement, and human resource management;
  • Professional fluency in English required; and
  • Must be willing to travel to other regions of South Sudan as needed
