The Role

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via seven area field offices in South Sudan. (It also works in partnership with several national organisations and community groups.

Position: FFA Project Manager

Location: Pibor

Grade & Level: C2 Global

Contract Type: Fixed Term **

Duration of Contract: 09 Months (with possibility of Extension) **

KEY Essential

Specific Responsibilities

· Lead and manage the FFA teams in Pibor, Pochalla and Akobo West.

· Ensure that Oxfam staff receive the necessary training and technical assistance to achieve program objectives.

· Establish and develop linkages with government, WFP, INGOs and with other institutions in Jonglei to ensure quality programing and share lessons learned/best practices.

· Gain thorough understanding of community level comprehensive resilience plans, including the DRR and emergency planning to reduce risks contributing to food insecurity and disaster.

· Support communities using Food for Asset mechanisms in the development of adaptation and mitigation measures identified in DRR planning process.

· Track and monitor project progress against set objectives, timelines, and budgets in a timely manner.

· Support timely and efficient program reporting, as per Oxfam and donor requirements.

· Contribute to the design of projects technically providing field level insight, lessons learned case studies etcetera.

· Raise the profile of Oxfam as a key Food Aid stakeholder through strong implementation and solid technical capacity at grass roots level.

Leadership

§ Participate in all Senior Program Management Team meetings.

§ Participate in all strategic planning and coordination meetings and activities at all implementation levels.

§ Attend relevant interagency, sector coordination, and representational meetings as required in coordination with respective cluster leads and program managers.

Program Quality

§ Provide direct planning/facilitation to critical processes including workshops for project development, Detailed Implementation Plan (DIP) development and MEAL plan development.

§ Ensure documentation and sharing of lessons learned of the country program.

§ Ensure timely and efficient program reporting, as per Oxfam and donor requirements.
Increase and support intentional integration of protection integration, conflict reduction, partnership, and gender across all programs.

§ Support the implementation and compliance of the Oxfam MEAL policies and procedures.

Representation

§ Under the guidance of the DCD H&D Programs and EFSL Technical Manager, represent Oxfam in workshops, conferences, and meetings, ensuring ample representation with key stakeholders.

§ Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested.

§ Establish and maintain good working relations with external agencies and organizations, local partner organizations, and provincial and local government offices; facilitate exchange of information and experiences.

Human Resource Management

§ Conduct periodic reviews of staff performance in keeping with Oxfam performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

§ Directly supervise project technical staff to ensure that the project is adequately supported in reaching project objectives and reporting requirements.

§ Supervise and provide regular support to the FFA Technical Team Leaders, FFA Technical Officers, FFA Monitors, etc.

§ Identify training needs for team members under his/her supervision and support the development of program quality capacity building for team members and partners.

§ Ensure the capacity development and mentoring of the national staff.

Key Working Relationships:
**

Internal to Oxfam: Area Program Managers, Head of Humanitarian and Development Programs, Safety and Security Advisor, EFSL Technical Lead, Food Assistance Technical Manager, Regional Technical Advisors.

External to Oxfam: Government organizations, representatives from for-profit and other non-profit organizations, other representatives including UNWFP, FAO and other stakeholders.

Skills, Experience & Knowledge

Essential

Qualifications and Experience:

§ Graduate degree in agriculture, environmental studies, development or livelihoods related field.

§ Sound management skills, including a minimum of five years of project management experience in an international post-conflict setting.

§ Demonstrated ability to work closely and effectively with government structures in a developing country context.

§ Demonstrated experience in FFA programming.

§ Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals.

§ Professional working experience in South Sudan, especially in Jonglei, would be an advantage.

§ Strong leadership and teamwork skills.

§ Excellent written and oral communication skills.

§ Vision, and ability to think strategically and innovatively.

§ Ability to explain advanced topics simply and clearly.

§ Ability to respond practically to challenging situations and tolerate basic field conditions in remote sites.

§ Good listening ability and strong interpersonal skills.

§ Required Foreign Language: N/A

§ Required Travel: Willingness to travel and stay 100% of the time to field locations (Pibor, Pochalla and Akobo West)

Desirable:

  • Experience with Food Aid programming, community mobilisation and protection are highly desirable.
  • Experience in Food for Assets/Work, Cash/Vouchers for Work, Food Drop/distribution operations would be a significant advantage.
