Disaster Management Delegate

Job Description

Main Responsibilities

  • Support and participate in the evolution and strengthening of the common SSRC DM/emergency response programme framework to be supported by all SSRC partners based on SSRC priorities, and informed by results of Movement assessments (e.g. Safer Access Framework, Preparedness for Effective Response, Organization Capacity Assessment and Certification etc.) and the SSRC Disaster Management Strategy
  • Contribute to the design and operational coordination of the Movement response through proactive communication and technical input with all relevant stakeholders, including ensuring constructive coordination between SSRC sectors/departments and PNS
  • In cooperation with RC/RC movement partners, support SSRC to fulfil its auxiliary role by becoming integrated within governmental DM plan/frameworks including the assignment of clear roles and responsibilities
  • Support SSRC in developing/producing emergency appeals and projects
  • Support the SSRC DM Manager in coordination of PNS supported programmes in order to ensure synergy and sharing of best practices and lessons learned across programmes
  • Provide technical support to SSRC DM unit and to other staff and volunteers for quality implementation and development of DM activities
  • Give technical input and support the development of key SSRC DM documents – such as policies, strategies, manuals, Standard Operational Procedures etc. – according to SSRC priorities

Experience and qualifications

  • A university degree in a relevant field (Advanced degree is desirable, Masters etc.)
  • Minimum of 5 years of relevant experience of hands on working in operations management and coordination in the field, including experience of analysing, planning, and managing relief and development programmes and resources
  • Excellent communication, coordination and facilitation skills in culturally and politically sensitive environments
  • A high degree of proficiency in both written and spoken English language. Knowledge of Arabic language is an added advantage
  • Knowledge about the Red Cross/Red Crescent Movement (RCRC), DM and other cross-cutting programmes within the RCRC is an added value
  • Must be flexible and adaptive, with strong analytical skills, a keen attention to detail and an ability to operate in a multi cultural team
  • Calm with a good sense of Humour
